I think Disraeli's project really is something that we would now call it Tory democracy. A big proportion of the middle classes who are happy with reforms but don't want them to go much further. They are spooked by sort of Gladstoneian radicalism. The core of it is this idea of patriotism and the Conservative Party under Disraeli, has been a potent weapon ever since. That is how they present themselves - Patriotic National Party opposed to Ed Miliband's Labour Party as unpatriotic.
