How to Balance Euro Games

The building aspect has to be part of it, right? Where you start off with not much. You've got your little farmhouse or a burgeoning town. And then by the end of the game, you have this big farm and city. So that makes sense. Now let's talk about balance. I feel like Euro Games, just the stereotype is that balance is much more important than a game where you're chucking a lot of dice. If one strategy is obviously better than all the others, then your game's not going to do very well. How do you balance these games? Like how do you figure out the balance?
