The TGA Debt Ceiling and Liquidity in the Treasury Market

As it presently stands, Yellen is actively in the process of running down the cash balance. That means a net negative bill issuance environment that pulls liquidity from the TGA into the broader financial system. We view this as a strong buying opportunity and suspect we're not alone in that regard. Dip buying is expected to continue to define 2023.
