Can the Government Stop a Mass Migration?

I think your theory is more plausible than any other one I've heard. And there's kind of an analogy to this whole libertarian kerfluffle about immigration. History says mass migrations over land. You can't stop it. Armies can be stopped because they come in a formation. But a government, the worst organization on earth is never going to stop a mass migration. The only thing is, is they're up against other governments. It's very, it's like we're living in a like when the enterprise goes out out of the galaxy and there's like no reference points. Or in Brazil, and I'm always looking. It's just the bureaucracy written. Just shut up
