The report said because of an approach of, quote, excessive secrecy that contributed to a delayed response. What the heck is going on with these agencies? To figure out where the process went so wrong, we made a couple of calls. First was to Frank Figluzzi. We realized there was more than enough there in these studies to warrant a much deeper dive on what had been done.
