Understanding Putin on One Level Is Quite Simple
Iliyan and Dugin are not regarded by Putin as people who tell him how to run the country. They provide, as I said, nice, convenient sound bites and quote lines which can be used as and when necessary. By seeing when an Iyin is being quoted, then it tells us something about both the mindset of Putin and the other figures around him but also what message they're trying to convey.
