Punitive Consequences

What should the consequence be for a country that leaks a terrible patent in from a military lab, or some other secret research like i don't have an immediate answer to that question. I'm not even sure that punitive consequences are the right answer. If there's an accidental release and it's found to be coming from a lab that was pursuing by weapon's development, i think that's a different matter. It seems propriate to consider the question of ustrative accountability and punative consequences. But i don't has a clear answer for what that should be. And i think we need to do more work to figure out the answers to those questions.
