What's the Problem With Manchin's Motivations?
In this case, it's very difficult for a member to stand by themselves. And I think the plan is always seem to be first get most of the moderates in the caucus on board. All of them came on board pretty early at 3.5 with everything and I think really on board, not in a rotating villain sense. So there I have I don't know who understands what her motivations are here.
