Are We Having a Hard Time Getting to a Consensus?

How binding can an agreement be without formal congressional approval? It depends what changes are made to us law. But i think our negotiators would be in a stronger position if they had serious consultations with the right committees in congress and could present this as a true this is the american position, versus, this is what were thinking about doing, or fixing to do.
