In the 1800s, US criminalized opium use because it was association with Chinese immigrants that are coming into the west coast to build the railroads. Last 40 to 50 years later, you have the kind of criminalization of people at the border with Mexico and black people who were suddenly associated with marijuana and cannabis. And then how does that bring us to where we are now? We've looked back and now there's a pretty wide sense in which this war on drugs has failed but not so much clarity about where to go," he says.
