Holland is an example of a country that has high constraints, but invested the time and resources. The military with such a narrow mission doesn't have the ability to do reconnaissance in peace time or gain access to foreign works. But when it comes to offensive operations, ultimately conducting offensive operations, what is most important is knowing the networks of your adversary better than they knew themselves. So there is no easy silver bullet or way out here as a result,. many countries will still face this struggle one day. And i am dutch so i can say this for sure.
