The Risk-Reward Ratio on Nuclear Weapons

Putin has rattled the nuclear saber over half a dozen times, maybe a dozen, depending on how you score various pronouncements. He's almost exhausted his capital military stocks and is trying mightily to do everything he can to circumvent sanctions. A tactical nuke does not get him much in terms of military utility; if he used it, that big swing vote would be gone. The day Putin uses a nuclear weapon  the middle tranche,. that swing vote is gone.
