New York City Is a Drop Dead Moment

Moodis downgrades new york city's rating and warned it could be lowered further if the city borrows more money to pay its bills. So does anyone have any actual ideas for how to help the city recover? We're going to need to move back to figuring out which taxes are going to scare off the least tax base, and maybe easing regulations....
