The Role of Institutions

In order to change the institutions, we first need to re define our ideas culture. I'm not denying that there is this aspirational element to institutions. So it really depends on where you're breaking the chain in some sense. But when i come to the issue of national policy about tech, i want to also think about what are the aspirations,. What are the standing about where we can push technology? Those are the ideational things that i think are important.
