The State's Responsibility to Regulate the Housing Programmes
In 19 73, nixon essentially imposes a moratorium on all subsidized housing in the united states until an audit and an investigation was completed to learn more about the programms. The state is extracting itself from this role. That makes regulating even more complicated. And the inability to monitor and eve throughout the process of the early seventies, where you have hearing after hearing, that is uncovering malphesant after malphesants, the dependent relationship meant that there was nothing that could be done. People literally just watched these programmes devolve. It created an opening for nixon to use the scandals as a way to shut down the subsidized housing programmes across the board.
