Apple's Ads Policy: Local on Device Processing
Apple is using a lot of this as marketing. And I feel like Apple just needs to be better at disclosing it. They 100% can and do in fact, which I don't think is good. Do it locally on your device so that your device doesn't say here are all my apps. Send me an ad your device looks at your behavior and says, I would like this ad please or an ad in this category, please and do it that way.
