The American Theory of Victory
Johnson's theory of victory was to persuade the North Vietnamese to come to a negotiated settlement that protects South Vietnam. Nixon talks about how he's going to show he's the madman who's, and if they don't settle that he'll blow them into oblivion. But for a number of reasons Nixon ends up not doing that. And so by towards latter part of 69, he also is coming around to the view that basically we can't expect the North Vietnamese are going to easily capitulate. Americans still want to see a successful conclusion.
