The Distorsions Between Functional Literacy and Political Literacy

He's saying that if you aren't giving people the political resonance of their experience through words, then you're actually denying them their ability to use words to do anything functional. This is a distortion between functional literacy and political literacy. And he's shifted into the political literacy frame, quite invisibly, unless you know what you're looking for very carefully. If we just taught the political context, we'd be doing the thing that's really useful. That's real literacy.
