The Role of the Regulators in Digital Infrastructure Development
The Indian approach seems more sort of channeled, you know, where I guess there's some regulatory. They said interoperability is not a choice. We must have ensure interoperability because we cannot have fragmentation in the system for large-scale, inclusive growth. So they put the spec out, as you said, but that was not enough. You need to set up a facilitator, not a regulator, a facilitator of this network who will co-create,. participation agreements, SLA guarantees, good behavior procedures and processes.
