Is There a Difference Between Collaboration and Collaboration?

For me there's this also the power imbalance of these huge companies having more money than some of the countries they're active in which means how could you possibly have any power over a company that's so much much richer than your even your own country. CDP is nowhere near many of these large organizations that are heading up both the policy debate and the policy problem I guess. So all they can do Iceland I guess is just tag along.
