Director of national intelligence's main job is to serve administration, not the national interest in a wider sense. If he had any idea what he was doing, and i assume he had, i assume there must have been an intelligence team that worked reported directly to him. They didn't understand that these rockets could not have been launched from tens of kilometers range. And yet, he talked on a friday, a few days after the attack, to the president. He apparently told the president, it's not a slam dunk. That's the word that's been used to protect the president.
