The universe is going to keep expanding and emptying out until we are as empty as can be in what we call decider space. There's no rule that says the universe has to go through any particular state, black holes included, to get to a higher entropy state. This comes into deep questions about quantum gravity and how to relate cosmology and curvature of spacetime to more traditional thermodynamic notions.
