Jesus walking on the water can be seen as a test of faith for his disciples. Another way to look at this is this is a story of spiritual growth. The act of faith is holding on to the confidence that we once had, even though the storm is hitting. This story is also a symbol of comfort and hope because he conquers the chaos.
