The Role of Offsets in the Securing Mechanism
Nothing has to be reduced in absolute terms under the safeguard mechanism. Theoretically you can have an existing project increase its direct emissions or the emissions from its production. So on paper it looks like they've kind of broken even but there is no reductions actually required. Even if those offsets have integrity nothing is being done to carry out the activities that would permanently displace fossil fuels. Like cement for example. If people are going to argue for a cap on the use of carbon credits they need to explain how hard to abate sectors will achieve the targets. We're not really talking about cement we're talking about gas and coal.
