Isn't the Money Ringed for an HCP?

Once a young person has been identified as needing an HCP, the school is then given the money by the local authority. But that money is not ring fenced to be used for that kid to meet their additional needs. So it's that 6,000 pounds for a student with SCN but that does that is not in need of an EHCP. The schools are not having to spend the money on that and they are equally having to find cash for a lot of different things with an ever smaller budget.
