The Bible is developing a distinction between foreigners full stop and foreigners who are doing some form of assimilation, residing among them and becoming a citizen at Passover. The good and the love of a city is to establish its laws and then to offer what it has to those to whom it can offer it by assimilating them. That is the thing that we very much still can do if we get serious about it.
