What's the R Rating for Your Football Club?

The 20 first club have a 'r rating' of one, meaning they are on target to achieve their aims. But can targets be limiting junet? Is it ecause they're a bit rigid yet? i think there's lots of different reasons for that. Sometimes targets are used incorrectly. I think sometimes if you measure inputs rather than outputs, they can have a negative effect. So initiatives have to be there to drive projects, but they're not the measure of success themselves.
