What Is the Process for Transfers?
Both administrations that had control of gima, detaining prisoners since two thousand and two came to the usion that gipmo hurt us more than helped us. How we effected it was early in the bomb administration. There was a review process that put the detaines in categories eligible for transfer,. If we could reach safe security assurances, eligible for prosecution. So i focused on those that were determined to be eligible for transfer.
