What Surprised You About Zoning?
In your research on this problem, what surprised you? What did you learn that you sort of didn't expect to learn? Yeah, I sort of always knew that federal policy was tilted against cities because of our love of our grain. Zoning is often exclusionary at that time. It was actually explicitly racist. And it reproduces itself over time.
