The Cycle of Public Distrust in Tap Water
A cycle of distrust sets in that begins with a basic service failure. The core of legitimacy of government is that governments get their legitimacy by caring for their people's basic needs. In our case, it's tap water. That reduces trust in tap water, but also, by extension, all the institutions that are responsible for providing tap water. When people lose that trust, they have a couple of choices. They can either a voice their concerns to government and say, hey, government, you need to do a better job. Or they can decide, you know, i forget all that. I'm just going to choose a commercial product instead. And that would, that will solve what i perceive
