Hume believed that the British state in the middle of the 18th century had turned something which should just be an expediency into a natural phenomenon. Hume also says that it is an insane hostage to fortune because it gives too much power to people he calls foreigners, that is overseas holders of the national debt. Too much of the debt is held by people who don't have any allegiance to the country that owes the money. In fact, you've given them the ability to cut off the lifeblood of your economy.
