Supreme Court ruling on affirmative action could have legal repercussions for private companies. Title VI of the Civil Rights Act prohibits people receiving federal funds from discriminating on the basis of race, but Title VII applies at the private companies. "I don't think it's a one-to-one relationship between what the court decided and what's happening here," says Julian Zelizer.
