Mr. Cappelman: My view is that there's a considerable amount of clutch in all of these programs. They badly need reform. We're talking five trillion dollars a year here. Is that enough? Or do you think it should be more? Jean Epstein: The most effective welfare program to avoid creating perverse incentives and the most successful of the lot is the earned income tax credit.
