The Ethics of Drones in International Armed Conflict

I don't think the just war theory is going to, as such, rule out the use of drones. But how do we use those drones? Are we using them in a way that's discriminate and proportionate? We can't directly attack non-combatants but that doesn't rule out harm from legitimate military operations. And there, I think, that kind of gets a real purchase for thinking about our actual use ofrones.
