Holding Police Departments Accountable

Lindsey Graham tweeted on January 29th, I oppose civil lawsuits against individual officers. However, holding police departments accountable makes sense and they should face liability for the misconduct of their officers. The idea of qualified immunity is about the police officers themselves. What qualified immunity says is when you do things that your department did not sanction, when it didn't say you could do, it didn't give you permission for,. It didn't train you to do, and it's wrong. Let's be very clear, it violates constitutional rights. You are liable personally.
