Orwell's essay is about two questions in response to the state of the world. He asks why and how did England alone resist this? What enabled them to resist? Orwell says at the start of the essay that the dominant force at work in the modern world is nationalism. No one and nowhere is immune to the pull of national identity as an organizing political force, he writes.
