Is Tau Unchangeable in Time?

In atomic physics one assumes atomic forces to be unchangeable in time, thus onta in the Permanente and sense. But these cannot be effective, right? So again, we're talking about like like tau unta is like beings, right? He says only absolutely changeable forces can be effective of the sort that are not the same for one moment. And that's where I think if I remember correctly in genealogy of morals, he talks about, he's like in your atom, dear scientists or something like that.
