A distressing amount of the intelligence community and some of the defense department for decades has been outsourced to private contracts for profit. A lot of it really has been outsourcing to contractors on grounds of deniability, right? You can avoid to an extent congressional oversight with if you're outsourcing some of these activities to contracting it. And therefore, when Congress demands answers, they can say, oh, look, you don't have answers. It's not the Air Force or CIA or NSA doing this; it's private contractors doing it for them because it allows them to hide it much better.
