There is an order to it, but it is a chaotic order that exists. People have figured out how to create these gravitational pathways through these hallways of power such that like you don't need to explicitly tell someone how to be the person who could eventually be the board member of Raytheon or something like that. It's very clear. Read the board members biographies. Read the biographies of the staff directors on the House Armed Services Committee. Read theBiographies of the deputy assistant secretary of state. And it becomes very clear how one navigates the process.
