Did Charles Hatfield's Rainmaking Really Work?

Charles Hatfield claimed he had a very high success rate with his "rainmaking" It's hard to say whether their efforts had any effect because there wasn't much data about them at the time. But one way or another, I think it's entirely possible that he was sincere in thinking he was having an effect.
