Environmental Spending and the Public Finance Act of 1989
The Public Finance Act of 1989 set out how the government should be run. But it needs to extend further into reporting on intangibles around our environment, he says. For example, a motorway which costs $2 billion may have intangible costs as well - so treasury has to take that into account when making decisions.
