There was a pretense of we're going to let each country be Stalinist in its own way, in its own language. Over time, then yes, the Russian National takes over. I've been telling people for 70 years they're all Soviets and that still turns out that you can get Azerbaijanis killing Armenians. That's one of the sort of the remarkable things that happened with the collapse of communism. All these issues between it, for example, ethnic minorities. They all explode.
