An alternative to building worlds bigger than earth is to go smaller. Assuming microblack holes the mass of a modest moon can be created, it is likely to be easier to make orbital rings which are smaller than a planet. A thin glass or transparent aluminum shell around a world would prevent that and would be easier to engineer than the world itself. As to the minimum size, hypothetically, nothing prevents one smaller than a modest town.
