Can the Providers Sue the Licensing Officials?

Clarence thomas says, i don't see what's wrong here. You know, texas is justa acting on its own prerogatives and has decided to insure that these claims stay locked in state court. He rejects this idea of a chill on constitutional rights. And he alone says, we should have tossed this out completely. Nobody has standing to sue in the first place. This is not a valid case or controversy under article three of the constitution, so we have no power to do anything.
