When the Nazis came to power, German law provided for something called Schutzhofft or protective custody. In 1933, hydrogen redefined protective custody in a way that allowed his SD and policemen to detain any citizen for any reason without involving the courts. This is the start of the development of the concentration camp system. An abandoned munitions factory was converted into a Concentration Camp known as Dachau.
