Is There a Better Police Order?

I'm wondering, do we have the resources to say that every eruption, every challenge to an order policing must be good? Or are we simply saying that is a thing that happened? And that's why I kind of use the example of you, you're trying to have a meeting to organize what you're going to do or to get something done and then you're disruption comes.
