The Budget Papers Suggest That They Haven't Actually Designed the Damn Things or Finished the Design of It

The auctions are going to get underway at the end of the year. The budget papers seem to suggest that they haven't actually designed the damn things or finished the design of it. There is an indication that South Australian Victoria will be the first off which kind of makes sense I guess. New South Wales has already at Will on its path and Queensland sort of already committed to hydro. And I don't know David whether you really expect the budget to be revealed for the capacity because people can work out what to bid couldn't.
