The Limits of the Plausible

I think there's room for the sort of piecemeal experimentation that you recommend to be tried at the local level. So maybe that's being idealistic, but I think that's possible. But in the end, the federal government does matter. The institutions of the federal government matter. And if they are in the control of really malevolent forces, they can make a big difference. That makes it very difficult to, but designed to be very difficult to make changes we already discussed.
