The Emancipation Proclamation and West Virginia's Creation

The state of Virginia is given its permission. The Congress now has to give its permission. Lincoln's a strict follower of the Constitution. He makes it very clear that West Virginia's creation is expedient to winning the Civil War. If they lose the border states, it makes it difficult for the Union to wage its military campaigns in the South. This will never happen again unless we have a Civil War.
