The Bay of Pigs fiasco is worth looking at, and especially how it leads to the creation of Operation Mongoose. JFK ordered the CIA to produce a full study of Cuban vulnerabilities in ways that they might be able to go after them. By June, Dolis is seeking guidance on how much support to give to these Cuban exile groups. At the time, he was thinking maybe $90,000 a month, which comes to about $750,000 in 2020 dollars.
